Gill Fungus ID Question

Hi! I need some help;

My 6-month old Golden seems to have reoccurring issues with his gill feathers. I notice the patches are slimey and brown, rather than the common hallmark of white and fluffy.
Is this gill fungus? Or is it something innocuous?

He is tubbed, with 100% WC every day; temp maintained at 66F.

I’m unsure on how to proceed/prevent this issue.

What are your ph, ammonia, nitrite, and nitrate levels? Also, what kind of water source do you use (such as spring water, hard tap water, softened tap water, etc.)?
