Question: Hair algae

Hello! I have a 20 gallon long with one juvie axolotl, tank is cycled. Ammonia and nitrite 0 nitrate 20. Temp fluctuates between 64 and 66 degrees ferinheit. Light on only during feeding and cleaning. It's on a windowsill, but the blind is always closed and I have a background on the tank so that no light can shine through into the tank. I have a few java ferns and a clump of hornwort for them to hide and play in.

I have so much hair algae it's ridiculous! I clean the glass and it's back within a day, I don't know what else I could be doing. There is no natural light able to reach through into the tank to cause it anymore, but I cant kill it and if I remove it it just comes right back. Does anybody have any suggestions of what else I could be doing?
