Heating tanks

Hi all

This is very off topic and not sure anyone can help but I thought I would ask anyway. I have a fish tank that is meant to be tropical. Its a 90l with a heather thats for tanks up to 100l. For some reason even though we have the heater at 26 the tank sits at around 22-21. Its brand new heater the first one did the same so we got it swaped weve had two other heater brands in it and they all do the same (We thought the old heaters were just old and couldn't handle it.)

So are we doing something wrong??? Its got filter flow which we thought might be hindering it so turned the filter up and hasn't changed anything. Any help is appreciated :)
