Help and Suggestions with a cooling device?

I just recently invested in an assembled peltier unit that came with an aluminum block on the cold side and a heatsink with fan on the hot. There is a picture of this below and also of the salvaged computer power supply that powers this unit. The aluminum block is cooled down exceptionally well. If I leave it running for a half hour it is rimed in frost and if I leave it on longer it becomes encased in ice. Another benefit is that the unit doesn't put off much heat at all. Unfortunately the block is so small that it doesn't actually have much cooling ability due to the small surface area of the block. At least putting it over the cage does little to affect the temperature, beyond a few inches.

Do you think a fan on the cool end will move enough cold air to have an effect? Should I attach more aluminum to get a larger cooled surface? Is there something else I should think about here? My knowledge of moving heat is a little limited.
