hi firstly what kind of conditions have you placed him in.
Is he in a nice tank with hideaways, plastic plants etc so that he can feel safe and secure. Axies do not like bright lights so is the tank in a nice semi dark area, not in sunlight or anything. What water have you used I use collected rainwater from my waterbutts and do not use any filters or anything. just regular changes of water.
it must be very stressfull when they are moved around and often they can take a while to settle. The same applies with feeding what are you offering the best is some nice juicy worms the best food. What was he on before was he being fed inappropriate food.
There will be experts on here that can advise you. Do you know how old he is.
More details needed.
I would leave him quiet and not add stress by keep viewing or touching him.

thanks for the reply im not sure how old he is i went to pick up a frog and came back with a frog and and an axoloti as i already have 2 very healthy axis i thought eventually he can join my 2
he looks so sorry for himself i know the lady was feeding him every other day a small cube of bloodwrom but he hasent eaten anything since ive had him although he has pooped :) at the moment he is in a large container with a hide and ive been doing water changes its just so sad to see him so quiet especially as my other 2 are so full of energy i just really want him to be as happy as my 2 :)
ive moved him to a dark area as the sun has been out and thought it might be abit bright for him so we will see i just want to get him eating does he look skinny ???

I agree with ACEPHONECHICK, he is bound to be a bit quiet as he is probably still stressed from the move/adjusting to the new tank. All of mine have been like this for the first few days, then they adjust and their personalities come out. Personally I would leave him alone today, then offer him a worm tomorrow. I'm not an expert though, so someone else can probably advise better. He is a little skinny, but not desperately so I don't think. One of mine is like this, she eats like mad, but doesn't ever get a fat belly like the others. I'm sure he will be fine.
