How do you know when ambystoma talpoideum is ready to be taken out of water?

Last week i used a turkey baster to suck all the waste out of its enclosure and there was just barely enough water in there for it to swim around. Then i noticed today its gills were gone. So I'm wondering if it was forced to change because of the lack of water?
