Not all Ambystoma are fertile within a year...actually, most aren't. Many species take several years to mature in the wild. In captivity that time can be reduced, but still i would expect at least 2 years for most Ambystoma that i know of.

Ambystoma mexicanum can can reproduce within a year. Males will mature faster than females. From my experience they can grow almost 1 inch a month for the 1st 7-9 months. When they're about 7-8 inches they're usually mature. After the 1st year they still grow but at a slower rate. Depends how often and what your feeding ofcourse.

I have a few Axolotls right now that are mature and they're about 10 months old.
