Is My tank cycling.

Hello, My tank has been cycling for three whole weeks now, I'm slightly worried it is not working, my levels spiked after 4-5 days, I managed to bring them down, ammonia and nitrite was 0.25 and nitrate 20. last saturday ammonia and nitrite spiked again to 1.0 again I have got them down and all week ammonia and nitrite have been .50 and nitrate 10, the last few days nitrite has been0.25 but ammonia nad nitrate are the same. i change 25% each day

Does this seem like normal cycling to you?

I wonder if I clean the tank to well, i have been syphoning loads of grey 'clouds' away from the decorations and hides etc I assumed this was brine shrimp that has died but now wonder if im removing all the goodness from the tank.

My two Axolotls seem very well are quite active and eat like pigs, so I am not worried just want clarification

from the way i understand tanks yes it sounds right but im new at this as well......if you are doing daily water changes and watching for ammonia spikes..........it should settle down.....i can 2 moths to cycle a tank completely........please someone correct me if im wrong i would hate to give wrong info.....
