Is this an actual problem such as prolapse or is that just a female or male cloaca

To me, it looks like a normal male cloaca. And you already posted this question and got the same answer.
 
ya but i saw that it wasnt the sick axie section so i tried deleting it but i couldnt so i just put this up.
