its not like fluffy clouds and it resembles fish ich which makes no sense to me
im guessing its pealage but im a beginner so i need some help

The bits along the body just look like shiny pigments called iridophores. I can't really tell with the gills. If it is white and fluffy then the best bet is fungus

oh thanks i taught they were fungus ,i think the skin near the gills are peeling , its little white “ ich “ like spots with a hole in the middle idk if That makes sense.
treating it is pretty confusing to me since everyone else’s treatments are a tad bit diffrent some say 100% water change everyday some say only 25%
And some say to do tea baths

what do you suggest?

I'm not sure of the best treatment. Do a search on the forum for ich and see what comes up

with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
