LED growlighting vs power compact

I have a 25 gallon tank I'm working on for 9 N.V.V. newts; I'd like to keep the temperature under 75,* but still provide sufficient lighting to grow plants in my viv.

As a result, I found these:

They were linked in another thread. According to the site, each light is suitable for a square foot; however, if I utilize my backwall as well, would two 14 watt growlights (and a 14watt flu. shoplight for viewing) be sufficient to grow my plants?

Also, I would assume I would need to seal the LEDS inside a hood so evaporating water/humidity doesn't damage it (What material would be the best for this, in an ideal world I would keep part of my tank hood exposed to outside... so I suppose part of it has to be wire mesh?)

ALso: I've looked into just getting a 24inch 55watt power compact light; would this generate too much heat? Thanks.
