Lime Scale Build Up?

Hi everybody,

Ive started to notice white stuff among my filter and the plastic spreads i use to hold up my light. I was wondering if this is lime scale build up ( i think caused by hard water) or somthing with disolved salts and minarals.
Here are the pictures of it from my tank. It seem to only happen to the platic and i cant was it off. Ive tried boiling water and bicarb soda and salt and alot of elbo grease but non seeem to get it of. When the wite part gets wet it gos away but when it dries up it looks exacly like it did before. Anyway here are the pictures.

cant remember what its called lol but i get that on my oscar tank (none others though :S) ive read that you can get it off with a vinegar and water solution, cant remember the ratio though sorry!
 
Hmmm........ i'll try that and see if it works.

Is it bad that i have it. Does it mean that the water isn't good or somthing?
 
If the lime scale is left too long it will pit the glass and not be removable. Weak acidic substances like vinegar will remove it if routinely applied but for taking it off glass, I normally use a razor blade first and then wipe any residue off with a paper towel dampened with vinegar.
