From reading the book called, Newts and Salamanders by Frank Indiviglio, I have learned about this aquatic container for animal that require chilling. It is called Living Stream, http://www.wholesalebait.com/pdf/livingstream.pdf. The pdf file is their catalog. Dont know if anyone have used it before. Anyhow, it is very expensive and not transparent for keeper to observe the animals.
 
The purpose of those tanks is to keep bait alive in bait shops. They often times are stuffed to the max with bait fish, so the rapidly circulating water and cooling apparatus help to keep those fish alive. The only real reason to use them with salamanders is for breeding. Their size and setup make them great for species like Hellbenders and Necturus which are very difficult to breed in captivity, largely because of the difficulty required to recreate their natural habitat. I personally have no experience with them. If you're interested in them, I would try to find a used one. I'm sure they could be found.
