morphing question

So my first ever baby is morphing he's a cynops cyanarus and I was wonder should I wait till his gills are completely gone before moving him to a terrestrial enclosure?? His gills are very small and if I put anything into his little tub (rock/cork bark) he climbs right onto it and acting like he's not a fan of water anymore. So is it safe to say that he will be ok to go into a full terrestrial tub?
