Illness/Sickness: My axolotl has white spots all over his body. Is it a fungal infection? Could it be something else?

Hello. Few weeks ago I noticed white spots on one of my axolotls, I have two of the little creatures in my aquarium. I have searched the internet and it looks like columnaris or sapolegnia, except he doesn't have white fluffy attachments to his gills. I seperated axolotls, left healthy one in cycled and cleaned water tank, and put sick one in quarantine tub. I did daily 10-20% quarantine tub water changes, also filter the water. I am holding sick axolotl for 15min in black tea bath 3-2 times a day. Maybe you could help me with the diagnosis and treatment recommendations? What else can I do?
This is Narcissus. He eats well and otherwise seems alright (except from occasional floating).

if your axolotl is male then you have an issue as his girth is displaying symptoms of edema, read Axolotls - Requirements & Water Conditions in Captivity and use holtfreters solution at 100% to possibly reduce fluid build up, if he is a she then there is a slight possibility of being gravid.
using holtfreters at 100% will help to deal with fungal issues as will methyline blue.
what is you ph and kh gh if possible.
