New axolotl and already worried!

Hello everyone I got my first axolotl this Saturday and everything seemed fine. But on Sunday he started floating up and I thought he was dead intell his gills started flapping about. It's Tuesday now and he's still floating up. He's more active then before when this first started. He tried to flip himself over but ends up floating belly up again. He hasn't eaten since Sunday. I'm really worried. He's about 2 1/2inches currently. What do I do?? I'm worried he might die on me.
 
Was your tank already cycled before you added the axolotl?

Yes, I changed him into a smaller tank recently after the floating started, the water seems fine and he was doing well so I'm not sure what happened

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
