I never heard it should be avoided. I only heard that while axies (juvies or adults) may swallow, the risk of impaction related illness and injury are menial as they are usually able to pass it. They have silt ot rocks in the natural habitat and I use heavy play sand that does not unsettle easily. Thanks for the concern.
It is generally advised not to use sand until they are at least five inches long. But they will probably be fine as long as the sand is fine (which it looks like it is) and they are not fed directly on the sand. It is not ideal but I did have sand with mine as well when they were too small as I was not expecting to be getting axolotls smaller than five inches. Just make sure they are hand fed above the sand or use a feeding bowl or jar.
