So, I have a pair of rough skinned newts and they've been courting each other for the passed few days. Well, my male finally laid his sperm structure and the female just swam up to it and bit it then left it alone. Is this normal?

I don't think it's such a bad sign. Females from many species investigate spermatophores in many ways. I've seen Crested Newts do the same thing. As far as Taricha granulosa females need more stimulation than just amplex and laid spermatophores. Good luck!

Okay, well she bit it in half and completely ruined it. Thanks for the information though, I'm REALLY hoping for some babies.
