Salamandra health status opinion

Hi all, I'm an italian biologist and I would like to receive an opinion about the health status of this salamander breeded by someone (not me of course) who refers to himself as an amphibian specialist. Do you think that this salamander reflects the standard condition of his species?
Your opinion is very important in order to decide if I should take action against this man.

I have seen animals like that in the past but they never lived for a long time after they were so skinny like that.

Yeah, that´s an emaciated animal...its chances of recovery are next to nill.

Hello, yes it is a very skinny animal, but if the cause of its
thinness is only the lack of food then it can recover weight with
great number of earthwoms and slugs, on the other hand if the cause are
parasites, then it is damned:(, thanks
 
As you can see lokking other pics this salamander is too skinny...and in Italy this species is forbidden...you must take legal action.... ;)
