Shiny slimy newt

Those plants will dry out if not completely submerged, if you're trying to get them to go aquatic I would have only an inch of water and a layer of plants that are in the water. If its only the one rejecting the water, you can put it in a container or kritterkeeper to help get it aquatic.
For a healthy aquatic adult tank, there should be at least 10 gallons of water in the tank, and the plant does best free-floating imo.
I would still ditch the gravel though.
