Shipping a newt help

How would you ship an aquatic newt, plastic container with damp paper towel? If it's a Chinese firebelly but nights can get near 40F do you need a heat pack in the box? This species doesn't do well in heat. What kind of shipping is needed for quick and safe arrival?

Never use a heat pack.

He's right never use heat packs because newts are not supposed to be in a warm place.
