Shipping axolotl out of California.

Here is a little bit of the background story, I ordered an axolotl from somebody on this forum and gave them my address in North Carolina and then ordered via PayPal. The seller ended up shipping to my PayPal address which is in California. I had my mother in law pick up the axolotl and care for him for a few days with the intentions of shipping him back to me asap. She now says that axolotls are illegal in CA and it is a federal crime to ship them. The laws are kind of shady with regards to exporting. My interpretation is that axolotls are illegal to possess and illegal to ship to CA but the law does not cover exportation. Can anyone else clarify this? I just want my axolotl..
 
Yeah I think it is completely to illegal to own ship or collect any salamanders in the genus Ambystoma in California (Except the Northwestern salamander)

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
