Shipping Taricha from California

Does anyone know if it is illegal for someone to ship Taricha from California to another state? I'm having trouble finding anything on this online.
 
The only Taricha species legal to collect is T. granulosa. Selling native species is illegal but collecting certain species for personal use is legal with a CA fishing license. My understanding is that shipping is legal as long as the person collected them legally and is profiting off them (which includes trade).
 
Shipping CA Herps out side of the state is illegal unless you have a native prop permit or it is one of the few species that allow commercial production.

Taricha is not one of those.
