Short gills with no frills?

I previously posted in the general discussion about how my axolotls are very small for their age. I also mentioned that their gills are short and don't seem to have many frills on them if any. Does anyone know why this is or what could cause it? Will it impact their health or is it just a cosmetic issue?

Sorry for the poor quality pictures. This is my golden-albino, Lottie. I also have a leucistic called Lucy, she has a couple of frills as far as I can tell, but she's also pretty bare and her gills are quite short too.

Pictures are not loading, did you ever get a test kit for your water?? We need to know the parameters before anything else
