are those test strips for aquarium water any god or better to but a meter to be sure of water quality

Ok, I don't like test strips - they're really unreliable.
You can buy a manual meter if you want, or just get a liquid test kit - I have a nice master kit I bought for about £20 ($40ish).
Does everything and is a lot more accurate than strips.

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
