Tank Cooling

I'm trying to get my axolotl enclosure very cold in order to attempt to breed them. I have mostly used bags of ice to cool their water, but this is not very effective. I do not have the money for a chiller. Any advice?
 
How about moving them to a room that's naturally cooler (Like a basement)
 
Also, evaporation decreases temperatures as well. Use a screen cover (as opposed to solid glass or plastic) and aim a small fan over the surface of the tank. But keep in mind you will also need to top off the water level more frequently with this method.

Axolotls don't generally need it very cold to spawn. If you reduce their photoperiod by two or three hours in winter and give them water changes with relatively cold tap water it should set them off breeding without very low temperatures.
