Question: Tank size

I thought I was getting a baby axolotl, but when it turned up it was almost full-grown. I thought it would be okay to keep the baby in my 25L tank (46x25cm) for a few weeks until my new tank had cycled properly. however my tank is way too small for the axolotl that turned up. Will he be okay for a few weeks until I can get my new tank cycled?

Also (newbie question here). if I moved everything (sand, ornaments, filter, plants and cycled water) into the tank, would the cycle continue? Or would it have to start again?
