Get the biggest tank you can afford is always the best advice. Tanks are one of those bigger is better type investment, especially for fully aquatic species such as axolotls.
The floor space is actually more important than the height, but that said, a high total volume can help 'stabalise' and make your monitoring of water parameters much easier. The higher water volume can help dilute out nitrogenous wastes. Furthermore don't forget even though axies tend to 'crawl' a lot, they can swim up and down too, i like to think that they would be happier with bigger swimming space.
The actual recommended dimensions of a tank actually varies literature to literature. Since i want to encourage welfare for your pets, i would tend to go with at least 2 feet 'crawling' space per axie. Of course, the demands will change when your larve grow into juveniles into adults. You have to accomodate them accordingly each stage of their life. I currently have 4 adult axies in a 4x2x2 ft tank.
