Is it best to keep them in a set up with a current or with out a current.
 
Taricha like a small ammount of current, if that is the species in question.
 
I have a little bit of a current with my filter, but I've also kept them filter-less. They don't seem to mind either way. Very hardy little guys, great pets.
 
It depends on which Taricha you are asking about.

Taricha granulosas are typically pond-dwelling animals, in which a current is not necessary (although fine.)

Taricha torosa are typically found in both ponds and slow moving streams, and a current is fine (but not necessary.)

Taricha rivularis are predominately found in streams and may require some current. (I haven't kept these, so perhaps the other keepers can chime in.)
