I have two questions: 1) Will the installation of an insulation foam for my canister filter be helpful to decrease the load of the chiller? (Like make the cold last). 2) Will the temps that range between 19.3-19.7 degrees Celsius be okay for an axolotl? I know that the ideal temps are 15-18 degrees Celsius and 21 above is fatal so I wonder if the ranges of 19 would affect its lifespan?

They can live fine at that temperature.

Technically any insulation you do is helpful for the chiller, BUT, will it actually be detectable..... Usually the big ol glass box is what loses the most cold.
 
Insulation foam can help your chiller by keeping the cold in longer. For your axolotl, 19.3-19.7°C is a bit high but manageable, just keep an eye on it and try to keep it under 20°C for their health.
 
make sure it is filter then chiller rather than the other way around, some of the warmth in the water coming from the filter will be from the pump (the pump uses the water to keep itself cool), this means that even if the canister is insulated the water will still get some heat from the pump as it passes.
to restrict the amount of cold loss from the chiller the pipe exiting can be insulated, make sure the chillers vents are cleared regularly and in an area of good ventilation.
