Sorry, bit confused. Are you having trouble at the thought of moving him - my husband was like that re our wee ones - or do you not have anything available to put him in, to move him to? It is only a temporary measure. The water being lower allows his feet to touch the bottom and stops him floating; therefore would cause him less stress. And, if you placed his container in the fridge it would slow his metabolism down and may give him a chance to get better (ie: stop floating/poo out possible gravel blockage etc...)

Don't you think he is stressed continuously floating for 3 weeks; esp if he gets full on one side and tips over later? Is the lumpiness constant? (We are axy sitting at moment, friends on a months "belated honeymoon to Europe -their axies had been on beautifully coloured gravel a few months ago till they changed to sand. But even now every so often you can see odd shaped lumps on their sides which seems to disappear when they poo out the gravel, usually find 2/3 pieces every few days. (these are adults tho and don't float - but just to explain the gravel bit)l Your axie could have swallowed gravel at the petshop prior to you buying him.
