I'm looking for your observations - Does substrate color matter to axolotls? If so, what do they prefer? (I'm getting ready to put a permanent substrate, and don't want to find out later I should have chosen a different color.)

I've only used sand that is natural brown color so no personal experience. But I have seen axies both on black and white (and everything between) substrates and all have seemed equally happy with their lifes. I've never heard they'd be picky about it like some fish can be.

I don't think the animals care. I like a color that shows off the animals. I think dark colored animals show up better on a light substrate, and light animals like leucistic and golds look amazing on black. But it's personal preference.
