White spots

Hey, so I bought an axie about a month ago he now has white spots on him sometimes looks slimy just wondering if this is pigmentation or if he has fungus.

The spots I'm seeing appear to be iridiphores, which are natural coloring. They develop as the axolotl grows. I would encourage keeping an eye on them to see if they appear to change texture or size, just to make sure, but I think you're probably fine. Fungus is usually fluffy-looking and often attaches to the gills first.

The far more concerning issue is the gravel that you have in the aquarium. It is definitely small enough for them to eat AND big enough to cause major problems if they do. Axolotls can and will eat anything smaller then their head. If you do use a substrate, be sure to only use very fine sand.

Thank you was just worried he didn’t have them before.
 
Just check there is an iridophore ring around the eye (if not, it's a melanoid and it should have no iridophores). The photos don't allow to see an eye.
Iridophores tend to appear first on the gills stalks. Chech also this.
