Axies in the LA area?

I happen to reside in CA and am breeding Axolotls for the first time. I've got eggs, and a lot of information around me to ensure that I get this right. I've talked to a couple of pet stores and they are ecstatic about the opportunity to purchase some from me to sell in their stores, or take for themselves. I have been keeping tiger salamanders for a couple of years now, and I am just captivated by all Ambystomids.....I have done an awful lot of reading up, and I don't believe that the particular species Mexicanum is illegal. I have reason to doubt this due to the fact that, in 2002, waterdogs were banned as fishing bait in the state of California. With this said, you quite often find Axolotls in bait shops marked as "waterdogs". So, to avoid people "splitting hairs" (and quite frankly, I believe that this was just to avoid the requirement of Fish and Wildlife to actually learn more about the specifics and ways to determine the differences) they decided to blur the line a little, seeing as in a way Axies and Waterdogs are very similar in appearance. Waterdogs are ILLEGAL TO USE AS A FISHING BAIT IN THE STATE OF CALIFORNIA I haven't seen anything to suggest, even remotely, that they are illegal in the pet trade as well.
 
I HIGHLY doubt you're finding axolotls in bait shops.

on the contrary, I have seen one (personally) in a bait shop. The guy didn't quite know what he was talking about, and tried explaining to me that (his exact words) "It's an albino. This guy came in and told me that it was rare, like a white buffalo." Knowing what he had, a leucistic axolotl with a mutation (one eye), I asked him what he was going to sell it for. He replied "It ain't gonna be cheap. I'll sell it to the first person that wants to pay $500 for it." I then explained to him that this wasn't a $1.50 waterdog, and that in fact it was a different species which upped the price a bit, but nowhere remotely near $500. He just replied that there would be some sucker that would come in and pay for it......
I didn't believe anyone else's claims of seeing them in bait shops either, until I saw it for myself. I don't know how, or why he had one axie with hundreds of waterdogs, all I know is that he did.

Although highly unlikely, this goes to show that anything is possible. I've got people who can vouche for me on this one.
