Hello i have a FBN and I was wondering what kind of filter system should i use
Right now im using a Repto 10i
Can someone tell me the best one i can get thats inexpensive?

I think that the filter you have is ideal (and inexpensive). The only problems with it are (1) you need to diffuse the outflow so it doesn't create a current in the tank, and (2) you need to pass the cord into the tank in a way that does not allow escape.

The only inexpensive alternative that I think is good for a FBN tank is to have no filter at all, just live plants and an airstone.

If I cant get the filter to cooperate ill go with the alternative

I would even suggest trying a submersible filter. Exo-Terra has ones that work very well, and the nice thing about them is you can adjust the outflow form the filter. They're a decent price and I've had success with them in aquariums. Go to http://www.blackjungle.com they have some there, and they're cheaper then buying them in the store usually.
 
You can diffuse the flow by placing rocks, or other obstructions, in front of the filter. If you want to get fancy, you can set the filter to cascade over the rocks.

How large is the tank? And how large and well-settled is the newt? Is the newt staying in the water most of the time?

Its a 10 gallon tank,he spends most of the time in the water.
But He occasionaly comes up and roams around His peice of Drift wood:p

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
