Which newt can tolerate higher temp?

Well of the links you provided, 3 of them tell you the accepted temperatures. 23-24 degrees C will not be suitable for H. orientalis and P. labiatus, at least not for extended periods of time. Axolotls it seems, will be fine up to 22-23 Celsius. I have not kept axolotls, but I feel like it would still be ideal to not let the temperature stay around that mark for extended periods of time. For P. chinensis, I do not know, but for most newts, 23-24 Celcius is quite high, so I would assume it's also too high for them.

A species that can tolerate high temperatures is H. cyanurus. According to this site's care sheet, they can tolerate up to 26 degrees C, although not for extended periods of time. But 23-24 degrees should be fine for the warmer months.

Another alternative is Cynops ensicauda, which will tolerate warm temperatures year round (although a winter's slight cooling is beneficial, at least for reproduction).
